Licences/Permits To Trade Strategic Goods

Strategic goods are goods that are intended or likely to be used for weapons of mass destruction and include “dual-use” goods that have both civilian and military applications, e.g. conventional arms and military equipment, nuclear, chemical and biological weapons, missiles. You need licences/permits to trade in these goods.

Below are examples of strategic goods and the licences/permits you need to trade in these goods. If you do not have the necessary permits, your import/export/transhipment permit will not be approved.

  • If your strategic goods fall under Tier 1 of the Strategic Trade Scheme (STS), you must apply for a Strategic Goods Control (SGC) TradeNet Permit to import, export or tranship Tier 1 strategic goods.

  • Strategic goods that fall under Tier 2 or Tier 3 do not need a pre-approved strategic goods permit. However you must apply for a SGC Tier 2 or Tier 3 Permit and submit the permit number in your normal import/export/transshipment permit application.
