All transport businesses must obtain relevant licences or certificates for their aircraft, motor vehicles or vessels before they can operate in Singapore.

Airliner & Airfreight Businesses
- Air Operator Certificate (AOC)
Civil Aviation Authority of Singapore (CAAS) Get this certificate to certify that your airline or commercial air operator has met all safety requirements and may carry out public transport of goods or passengers. It is an offence to operate a Singapore-registered aircraft for the purpose of public transport without an AOC.
- Certificate Of Airworthiness
Civil Aviation Authority of Singapore (CAAS) Get this certificate to certify that your Singapore-registered aircraft has met all safety requirements and may be permitted to fly. It is an offence to operate a Singapore-registered aircraft without a Certificate of Airworthiness.
- Certificate Of Registration
Civil Aviation Authority of Singapore (CAAS) Get this certificate to certify that your aircraft has been registered in Singapore. It is an offence to operate a non-registered aircraft. Information about the Certificate of Registration can be found in the Singapore Airworthiness Requirements on CAAS’ website.

- Public Service Vehicle (PSV) Licence
Land Transport Authority (LTA) Get this licence to register, transfer or convert a Private Hire Bus, School Bus or Excursion Bus to ferry passengers (e.g. tourists, workers, students, etc.) in Singapore.
- Trishaw Rider’s Vocational Licence
Land Transport Authority (LTA) Get this licence to operate a trishaw rider service to ferry tourists and other passengers for hire. Trishaw operators must be registered travel agents and submit a concept proposal of their operations (e.g. planned route, parking arrangements, etc.) to Singapore Tourism Board (STB) for approval. LTA will only grant this licence if your concept proposal is approved by STB.

Postal Services
- Express Letter Service (Class) Licence
Infocomm Development Authority of Singapore (IDA) Get this licence to provide express local/international postal services for letters weighing 500 grams or less. Please refer to the Express Letter Service (Class) Licence Guidelines (PDF) for definitions of express local/international letters. If you want to provide basic mail services for letters weighing 500 grams or less, you must apply for the Postal Services Operator Licence.
- Postal Services Operator Licence
Infocomm Development Authority of Singapore (IDA) Get this licence to provide local/international postal services for letters weighing 500 grams or less. If you want to provide express postal services, you must apply for the Express Letter Service (Class) Licence. You do not need a licence to provide mail services for letters exceeding 500 grams each and for the delivery of parcels. Shipping Freight Businesses & Boat/Cruise/Ferry Services
- Harbour Craft Licence
Maritime And Port Authority of Singapore (MPA) Get this licence to operate your harbour craft (e.g. tugboats, barges, tankers, bumboats, port-limit passenger vessels, etc.) to transport goods or passengers for commercial purposes within Singapore’s port limits.
