Premises For Manufacturing Businesses

Here are some laws and regulations that you must comply with when setting up your factory for your manufacturing business.

Licensing Compliance

  • You must also ensure your premises comply with any conditions and terms imposed by the licences you hold or must obtain (e.g. Printing Press Licence and Licence to Operate a Cold Store).

  • For instance, to obtain the Licence to Operate a Food Processing Establishment (Excluding Meat & Fish) your premises must be industrial and approved for food factories.

Noise Control

  • You have to comply with the Factories (Noise) Regulations under the Factories Act.

  • A person is exposed to excessive noise if the noise he is exposed to exceeds an equivalent sound pressure level of 85 dBA over an 8 hour work day. As an occupier of the premises or an employer, you will have to take appropriate measures like replacing noisy equipment, constructing noise barriers or limiting the time employees are exposed to the noise.

Planning Permission From URA

  • Urban Redevelopment Authority (URA) governs the use of land and buildings in Singapore. When setting up a warehouse or factory for your manufacturing business, you need to obtain planning permission from URA if your premises are not originally approved for warehouse or factory use. You also have to comply with URA’s 60:40 rule.

  • Under the 60:40 rule, you must ensure that:

    • at least 60% of the gross floor area (GFA) is to be used for the predominant industrial or warehouse activities (E.g. manufacturing, assembly, research & development and warehouse)

    • the other 40% of the GFA may be used as ancillary offices, staff canteen and communal facilities

Workplace Safety & Health

  • You have to comply with safety and health requirements for factories found in the Workplace Safety and Health Act. For example, manufacturing businesses have to:

    • notify or register their factory
    • obtain approval for lifting equipment and pressure vessels 
    • report any workplace related injuries

  • You can notify or register your factory, apply for approvals and notify the authorities of injuries using an online service provided by the Ministry of Manpower (MOM)'s Occupational Safety And Health Division (OSHD).
