  • You must register your air transport business and aircraft, and comply with all safety and licensing requirements for commercial aircraft before you can transport passengers or goods.

  • You must ensure that your flight and ground crew hold valid licences to operate or repair your aircraft and other equipment.

Laws & Regulations For Air Freight & Logistics Businesses

  • Air Navigation Act (Cap. 6)
    Civil Aviation Authority of Singapore (CAAS)
    Laws providing for the control and regulation of aviation in Singapore. This includes registration of aircraft and air transport businesses (e.g. commercial airlines, aircargo agents, etc.), aircraft navigation, safety requirements, and the licensing of crew members onboard Singapore-registered aircraft.

  • Carriage By Air Act (Cap. 32A)
    Civil Aviation Authority of Singapore (CAAS)
    Laws relating to documents required (e.g. passenger ticket, waybills, etc) for commercial aircraft carrying passengers/goods across international boundaries, compensation for passenger injury or death, and delay or damage of onboard cargo or baggage.

  • Hijacking Of Aircraft And Protection Of Aircraft And International Airports Act (Cap. 124)
    Ministry of Transport (MOT)
    Laws relating to penalties against the hijacking of any civilian aircraft, violence against passengers or crew on board aircraft, as well as acts which damage, destroy or endanger the safety of aircraft.

  • Telecommunications Act And Telecommunications (Radio-Communication) Regulations (Cap. 323)
    Infocomm Development Authority of Singapore (IDA)
    Laws relating to the licensing and regulation of telecommunications systems and services including aeronautical radio-communications equipment installed onboard Singapore-registered commercial aircraft.

  • Tokyo Convention Act (Cap. 327)
    Ministry of Transport (MOT)
    Laws extending jurisdiction over offences committed on board Singapore aircraft while in flight and outside Singapore territory, or acts which jeopardise the safety of aircraft, persons, property, good order or discipline on board the aircraft.
