Factories such as food factories and central kitchens must make a notification to the Ministry of Manpower (MOM).

When do I need to notify?

  • You need to notify if your premises is deemed to be a “factory” under the Workplace Safety and Health Act. Examples of factories include manufacturing plants, car-servicing workshops, shipyards and construction work-sites.

  • In the context of F&B, central kitchens and food processing establishments may fall into the definition of “factories”, especially if mechanical power is used to make, sort, pack, handle or store F&B products for trade or gain. To find out if you need to notify for your central kitchen or other F&B premises as a factory, please refer to Notification and Registration for Factories on MOM’s website.

Who is eligible to notify?

  • The new factory notification scheme applies to all factories except:

    • construction worksites
    • shipyards
    • petrochemical, chemical, pharmaceutical factories
    • wafer fabrication factories
    • metalworking factories with 100 or more persons employed


  • A more detailed description of the factories excluded from Notification is available in the FIRST SCHEDULE (PDF) of the WSH (Registration of Factories) Regulations 2008.

What are the fees for notification?

  • It is free of charge.

What laws and regulations do I have to comply with before I can notify?

  1. Before notifying, you must secure a location suitable for setting up a factory.

  2. You must be the legal occupier of the premises, i.e. you are the legal owner of the premises or you are the legal tenant of the premises.

  3. You must declare that Risk Management has been implemented in your factory prior to commencement of operation. The declaration
