Points Demerit System (PDS)

F&B establishments must comply with environment health regulations or else they will get demerit points which can lead to having their F&B licences revoked or suspended.

What Is PDS All About?

  • PDS, developed by the National Environment Agency (NEA), is a systematic way of monitoring the compliance of F&B establishments to environmental health regulations.

  • Demerit points are awarded for violations. When F&B establishments accumulate excessive demerit points, their licences to operate may be suspended or revoked.

Who Does PDS Apply To?

  • PDS applies to all retail F&B establishments e.g. hawker stalls, restaurants, cafés, food stalls in food courts, coffee shops, etc.

How Does It Work?

  • NEA will periodically inspect your F&B establishment to check for violations against environmental health regulations. There are 3 categories of offences:

    • Category A - Serious Offences (6 points)
    • Category B - Major Offences (4 points)
    • Category C - Minor Offences (2 points)

  • For each offence, you will receive demerit points. Your licence will be revoked/suspended according to the following:

    Demerit Points Received Penalty
    12 points in the first 12 months 2 weeks suspension
    A further 12 points in the second 12 months 4 weeks suspension
    A further 12 points in the third 12 months Licence is revoked
