Step-by-Step guide on applying for CEF
Before you apply
- Learn more about CEF on the Ministry of Community Development, Youth and Sports (MCYS) website.
- Ensure that your start-up and your project qualify for funding. Use the CEF Fact Sheet (WORD) as a guide.
- Draw up your business plan.
Use the CEF Business Plan Template (WORD). Applying for CEF
Preliminary Assessment
- Submit your business plan to comcare@mcys.gov.sg. The CEF Secretariat will assess if your project qualifies for funding.
- Wait 2-3 weeks for the CEF Secretariat to reply. Projects which qualify will proceed to the next step.
Panel Evaluation
- Refine your CEF proposal.
The CEF Secretariat will guide you through the process.
- Submit final proposal to the CEF Secretariat.
Your proposal will be evaluated by the CEF Evaluation Panel. You may be asked to make a presentation to the Panel.
- Wait 3 working days for the CEF Secretariat to inform you of the outcome.
Upon successful application
- Prepare legal documents as directed by the CEF Secretariat. E.g. lease agreement, partnership agreement, Interbank GIRO form, etc.
- Sign the contract with the CEF Secretariat.
The funds will be given to you according to the terms of the contract.
- Start on your project.
Receive CEF according to the contractual terms.
- Keep proper financial records.
E.g. expenses, invoices, receipts relating to the project.
- Keep proper project records.
E.g. scope, timeline, deliverables, progress reports, evaluation reports.
- Submit quarterly progress reports and annual audited financial statements
