F&B Capability Development Programme (CDP)

SPRING Singapore has set aside S$12 million under this programme to enhance the capabilities of local F&B enterprises over the next 3 years.

Higher funding support for enterprises to develop capabilities during the economic downturn is extended till 31 January 2011. Find out more about the changes.

Aims

  • To encourage the development of innovative F&B concepts, products and processes critical to Singapore’s quest to become a gastronomic capital in the region.

  • To develop the capabilities of small and medium enterprises (SMEs) in the F&B sector which will raise efficiency and services levels.

For who?

  • For all small and medium enterprises (SMEs) in the F&B sector. Your business qualifies as a SME if:

    • 30% - 100% of your shareholding is local
    • your group fixed assets are worth S$0 - S$15 million* 
    • you have 0 - 200 employees (for companies in the services sector)*

* Computed on a group basis i.e. checking up to three levels for corporate shareholders holding 20% - 100% of the total shareholding in your company and one level down where your company owns 51% - 100% of shareholding in a subsidiary company.

For what?

  • You can use F&B CDP for:

    • Enterprise-Level Projects - projects that improve your business' capabilities.

    • Industry-Level Projects - projects with other businesses which improve collective capabilities.

  • Projects supported by F&B CDP include:

    • Innovation Projects which involve developing innovative food & beverage concepts, products and processes (e.g. innovative food packaging, one-of-a-kind nightclubs and world-class food concepts like molecular gastronomy).

    • Process Improvement Projects which involve improving processes by adopting global best practices or by implementing IT systems (e.g. ERP, CRM and integrated POS systems).

    • Service Projects which involve raising service levels at your outlets (e.g. conducting service audits, identifying areas of improvement and implementing measures to improve service).

    • Certification Projects which involve implementing international food standards (e.g. Hazard Analysis and Critical Control Point (HACCP) for food safety management).

How much?

  • F&B CDP funds up to 70% of the qualifying costs for industry-level projects and enterprise-level projects.

  • Qualifying costs include:

    • manpower-related costs
    • equipment and materials
    • professional services

Things to note

  • F&B CDP gives priority to Innovation Projects and Process Improvement Projects.

  • Businesses who wish to tap into CDP funds for Service Projects should participate in the Customer Centric Initiative (CCI) for F&B instead.

  • Businesses who wish to tap into CDP funds for Certification Projects should participate in the Food Safety Programme instead.

Background

  • The F&B CDP is the third CDP introduced. The two previous CDPs were for the Marine and Logistics industries.

  • SPRING targets to generate S$250 million in value-add for the industry from projects supported.

  • F&B CDP is part of a 10-year plan to transform Singapore into the gastronomic capital of the region.

Changes from 1 February 2009 - 31 January 2011

  • CDP is part of BUILD (Business Upgrading Initiatives for Long-Term Development) which helps businesses to strengthen their capabilities during the downturn for future growth.

  • BUILD provides higher funding support to SMEs for all existing SPRING Singapore's capability development programmes. This applies to applications received between 1 February 2009 and 31 January 2011.
