Human Resource Capability Programme (HRCP)

Do you need help to implement good HR practices? Get a grant to defray the consultancy support for implementation of the HR Capability Package.

For who?

  • All small and medium enterprises (SMEs).

  • Your business qualifies as a SME if:

    • 30% – 100% of your shareholding is local
    • your group fixed assets are worth S$0 – S$15 million*
    • you have 0 – 200 employees (for companies in the services sector)*

*Computed on a group basis i.e. checking up to three levels for corporate shareholders holding 20% - 100% of the total shareholding of your company and one level down where your company owns 51% - 100% of shareholding in a subsidiary company.

For what?

  • To encourage businesses to implement good HR practices from the modules of the HR Capability Package. The grant helps to defray part of the qualifying costs of the consultancy projects.

  • Your consultancy project should:

    • comprise consultancy for a minimum of 3 modules of the HR Capability Package
    • lead to a written HR policy for each module area

    How much?

    • 70% of the qualifying consultancy costs for applications received before 31 January 2010. The grant amount is based on the number of modules taken up in the project:

      *Businesses who take all 6 modules in 1 project will only pay for 5 modules of the total consultancy cost.

    Things to note

    • Before participating in the programme, you must be prepared to:

      • invest resources for at least 6 months
      • commit to building and implementing a structured HR system within your company
      • assign at least one staff currently handling HR functions to the project team. Your staff must have attended the Material Familiarisation Training (MFT) for HR Capability Package workshops conducted by SNEF prior to project commencement

    • Your project must comprise at least 3 of the 6 modules of the Package to ensure substantial transformation of your company’s HR practices.

    • All consultancy projects must be carried out in Singapore.

    • You can apply for the programme starting from 1 August 2009 onwards.

    Background

    • The Human Resource Capability Programme complements the HR Capability Package introduced in October 2008. The Package provides framework, guidelines, tools and templates to help SMEs systemically manage HR functions in 6 key HR areas:

      • Manpower planning
      • Recruitment and selection
      • Compensation and benefits
      • Performance management
      • Learning and development
      • Career management

    • The Package is downloadable from SNEF. SNEF also conducts MFT workshops (PDF) to help SMEs familiarise with the modules in the Package before implementation, and provides free HR advisory service for SMEs.
