Design for Efficiency Scheme (DfE)

Building a new industrial facility? Get a grant for energy consultants to integrate energy and resource efficiency into your manufacturing development plans through a design workshop.

For who?

  • Singapore-registered businesses that are large consumers of energy, e.g. if your proposed development requires an electrical power load of 5MW (megawatts) or more.

  • Your business qualifies as long as:

    • the new industrial facility is located in Singapore
    • the detailed design process has not begun at the time of application

For what?

  • To help businesses improve the conceptual design of their industrial facilities so that they are more energy and resource efficient, enabling them to lower operating and maintenance costs.

  • The grant subsidises the cost of holding a 2 - 3 day design workshop where internal and external experts work through a focused and collaborative brainstorming process to design and maximise the energy efficiency of the facility.

How much?

  • Up to 80% of the qualifying cost or S$600,000, whichever is lower, to hold the design workshop.

  • Qualifying costs include the design workshop fees, which comprise:

    • consultancy fees (manpower and overheads)
    • transportation and accommodation for consultants
    • venue and other logistical costs for the workshop

  • DfE does not cover any implementation of the recommendations arising from the design workshop.

  • Disbursements will be made on a reimbursement basis in 3 parts. The disbursement schedule is as follows:

     
    Supported Cost Disbursement Amount Milestone
    Design workshop fees First 40% Upon receipt of your contract with the energy consultant to carry out the design workshop
    Next 40% Upon acceptance of the energy consultant’s design workshop report* by NEA
    Final 20% Upon submission of your assessment report^ to NEA
    Design Workshop Report covering recommended design concepts for an energy efficient facility, technical and financial evaluations, and predicted energy savings.

    ^ Assessment Report covering your technical and financial evaluation of the recommended design concepts, which concepts you will be implementing, and why you will not be implementing the remaining concepts.

Things to note

  • The external energy consultants must be experienced with good track record in carrying out design workshops of a comparable scale and scope.

  • You should thoroughly assess the capabilities of the energy consultants that you are selecting to ensure that they have the capability for your kind of facility.
