Understanding Outdoor Refreshment Areas (ORAs)
- ORAs are areas demarcated outside a building or kiosk meant for outdoor eating, drinking and sitting only. Food preparation within the ORA is not allowed.
- Usually, businesses set up alfresco dining areas just outside of their restaurants. The kitchens or main F&B operations are housed within a building or a kiosk.
- For example, the alfresco dining areas along Boat Quay are ORAs. They are extensions of the restaurants housed inside the shophouses along the river.

Obtaining Permission To Set Up An ORA
ORAs Along Orchard Road And The Singapore River
- These areas are handled by the Urban Redevelopment Authority (URA). URA gives planning permission and also issues guidelines for ORAs.
- To date, URA has given approval for more than 30 ORAs. They have also continually relaxed the guidelines to allow for ORAs to flourish.
- To apply, you will need to submit a proposal to the Development Control Division. Proposals are evaluated on a case-by-case basis. Proposals can be submitted online through URA's website.
On Your Own Premises
- If you own the land and have a kiosk or building near the alfresco area to house your kitchen and F&B operations, you can go directly to the Urban Redevelopment Authority (URA) for Planning Approval.
On Privately-Owned Land
- You will need to find a suitable location to set up your ORA. Ideally, you should be able to house your kitchen or F&B operations inside a building or kiosk nearby.
- Once you have found the location, you will need to seek out the landlord to strike a deal to rent the entire premises (building plus outdoor area) and give you permission to set up an ORA.
- As with any rental agreement, you will have to negotiate business hours, insurance, utilities and rental rates.
