Factory Registration

Factories can only be located in industrial premises and they must be registered with the Ministry of Manpower (MOM)'s Occupational Safety and Health Division (OSHD). OSHD ensures that factories put in place occupational safety and health measures to reduce and eliminate workplace hazards.

  • Your factory must be registered at least 1 month before operation starts.

What Paperwork Do I Need To Register?

  • You will need several documents, such as factory layout plan and Planning Permit. Visit MOM How to Register Workplaces to find the full documents required.

  • If you are taking over a factory or renting ready-built factory premises from JTC Corporation, most of these documents would be readily available from the previous owner or landlord.

Are There Any Exceptions To Registration?

Small factories that meet all of the following criteria do not need to register:

  • employ less than 10 persons

  • do not use mechanical power, steam boiler, steam container, steam receiver, cast-iron underfired vulcaniser, air receiver, refrigerating plant pressure receiver or gas plant

  • do not manipulate, use or create highly flammable or noxious substances

What Happens After I Register?

  • The Commissioner for Workplace Safety and Health will evaulate your application. If the Commissioner is satisfied that the premises are suitable for use as a factory, your application will be processed within 7 days.

  • The Commissioner may also issue a "Provisional Factory Permit" that allows you to operate your factory provided certain conditions are met.

What Are My Duties As A Factory Owner Or Operator?

  • You must comply with the Workplace Safety and Health Act and its subsidiary legislation to ensure safety and health at the workplace.

  • This rule applies even to those who are exempted from registration.
