Certificate of Origin (CO) for Local Goods

The Certificate of Origin is a very important document. It establishes where a product is made and determines whether the product qualifies for benefits under Free Trade Agreements and Schemes of Preferences.

What Is The Certificate Of Origin (CO)?

  • It is a certificate that proves that your goods are made in Singapore.

  • Your products qualify as Singapore-made goods in either of these cases: 
    • Your products are wholly obtained in Singapore i.e. grown or produced solely in Singapore without any imported materials. 
    • Your products are manufactured in Singapore and Singapore is the last country where substantial transformation took place. The Rules of Origin (ROO) will be applied to determine if your manufactured products qualify as Singapore-made.

When Do I Need A CO?

  • Exporters may be asked by their buyers to show an Ordinary CO to prove the goods were made in Singapore. For Ordinary COs, you need at least 25% local content.
  • Exporters may be asked by their buyers to show a Preferential CO to claim preferential tariffs given under Schemes of Preferences and Free Trade Agreements (FTAs). For preferential COs, the percentage of the local content needed tends to be higher (30-50%).

Who Can Apply For A CO?

  • Factories in Singapore registered with Singapore Customs can apply for a CO for their products.
  • If you're an exporter or distributor, you can apply for the CO on the account that the manufacturing factory is registered with Singapore Customs and the product meets the requisite Rule of Origin.
