Below is a table of passes for foreign employees, entrepreneurs and students working in Singapore. Each pass is targeted at a specific type of foreign employee.

Must be paid a basic salary of more than S$2500 to qualify.
EntrePassEntrepreneurs
Training Employment PassForeign students or trainees on work attachment
S Pass
S PassMid-Level skilled foreign manpower
• Dependant Privileges only if monthly basic salary is > S$2,500
• Foreign Worker Levy
• Skills Development Levy if gross monthly salary is ≤ S$2,000
• Dependency Ceiling
Must be paid a basic salary of more than S$1800 to qualify.
Work Permits
R PassUnskilled or Semi-skilled foreign workers
• No Dependant Privileges
• Skills Development Levy
• Restrictions on Nationality • S$5,000 Security Bond per worker (except for Malaysians)
Salary is not a criterion.
Basic salary of R pass holders is generally not more than S$1800 per month.
Work Permit for Foreign TraineeForeign trainee(s) on training for less than 6 months.
