Passes For Foreign Employees

In order for foreigners to work in Singapore, they must hold a valid work pass. The right one to apply for depends on the skills, qualifications, job and salary of your foreign employee.

Below is a table of passes for foreign employees working in Singapore. Each pass is targeted at a specific type of foreign employee.

Type Of Pass Privileges, Levies And Controls Basic Monthly Salary

Employment Pass
(P1, P2, Q1, STEP)

Professionals

• Dependant Privileges for P1, P2 and Q1 only

• No Foreign Worker Levy

• No Skills Development Levy

• No Dependency Ceiling

• Any Nationality

> S$2,500

S Pass
Mid-Level skilled
foreign manpower

• Dependant Privileges only if basic monthly salary is > S$2,500

• Foreign Worker Levy

• Skills Development Levy if gross monthly salary is ≤ S$2,000

• Dependency Ceiling

• Any Nationality

> S$1,800

Work Permit 
(R Pass)

Unskilled or Semi-skilled foreign workers

• No Dependant Privileges
 
• Foreign Worker Levy

• Skills Development Levy

• Dependency Ceiling

• Restrictions on Nationality

• S$5,000 Security Bond per worker (except for Malaysians)

No minimum salary

  • Dependant Privileges
    His/her spouse and children can apply for Dependant's Pass.

  • Foreign Worker Levy
    A levy imposed to control the number of foreign workers.

  • Skills Development Levy
    A levy imposed on employers in Singapore.

  • Dependency Ceiling
    A quota or ceiling on the number of passes.
